The agreement covers not only trade in goods and services, but also a wide range of other areas that are in the EU`s interest, such as investment, competition, state aid, tax transparency, aviation and road transport, energy and sustainability, fisheries, data protection and social security coordination. In principle, the DEAL-Wiley agreement was negotiated only by e-mail. The ability to purchase print magazines at a discounted price (« Reduced price ») is only available to establishments that had such an option in their previous Wiley contract. In these cases, the previously fixed rebate remains unchanged, whether purchased directly from Wiley or through an agency. There are no discounts on print magazines for all other establishments. The costs of the Wiley DEAL agreement are estimated against the number of articles published each year by authors (« submission of corresponding authors ») by eligible German institutions. For publications in Wiley`s subscription journals, the number of articles published is multiplied by a PAR fee (« publishing and reading fees »). The PAR fee has been set at 2,750 euros and remains stable for the duration of the contract. In addition, the agreement also provides for a single payment for content in journalistic archives that were not included in previous agreements.

Submissions of authors associated with eligible institutions may publish Open Access in Wiley`s subscription and fully open magazines as part of the agreement.
